Kerrigan is treated as an anti-hero storywise, and will have to make peace with her relationship with the Swarm over the course of the story. It begins three weeks after the end of Wings of Liberty.
Questions remain about why Kerrigan is no longer with Jim Raynor and whether her transformation has given her new purpose. Kerrigan is no longer considered the Queen of Blades. It focuses on Sarah Kerrigan and the development of a zerg empire. Heart of the Swarm is a sequel to Wings of Liberty.
